In a passionate call for reform, veteran journalist and political analyst Richard Baguma has urged Uganda's Parliament to re-examine and clarify the country's academic qualification regulations for those seeking political office. His appeal comes amid ongoing debates over the confusing legal language surrounding equivalency of qualifications, which many argue has led to unwarranted controversy and inconsistent rulings.
Baguma highlighted that, historically, individuals lacking formal education often avoided participation in politics or leadership roles that demanded official credentials. However, the introduction of ambiguous provisions around academic equivalence—such as recognizing foreign or alternative qualifications—has effectively opened the door for a broader range of candidates, sometimes at the expense of clarity and fairness.
He pointed out that while the original intentions behind the academic requirements set by Parliament might have been to ensure that leaders possess a certain level of competence and credibility, the changing political landscape now calls for a more thorough and transparent review of these standards.
"Back then, uneducated individuals generally refrained from engaging in roles demanding official qualifications. But the vagueness surrounding the recognition of equivalent qualifications made it easier for many to participate," Baguma explained. "Perhaps now is the appropriate moment for Parliament to revisit and refine these rules."
His comments follow recent reactions to the Electoral Commission's decision to disqualify Kyengera Town Council Mayor Mathias Walukagga from the Busiro East parliamentary race, over concerns regarding his academic credentials. In a ruling announced by EC Chairperson Justice Simon Byabakama Mugenyi, the commission maintained that Walukagga did not meet the legal academic standards outlined in Section 4(1)(c) of the Parliamentary Elections Act, Cap 177.
The controversy arose after a petition filed on November 4, 2025, challenged his nomination. The petition argued that Walukagga’s submitted Mature Age Entry Certificate had expired by the time he presented his documents on October 23, 2025. This decision has triggered widespread discussion across the nation about the authenticity and verification of academic qualifications among political candidates.
Many experts and citizens alike are asserting that the incident exposes persistent weaknesses in the legal framework—particularly regarding how equivalency is determined, the duration of validity for academic documents, and the processes for their authentication. The debate intensifies with calls for stricter verification procedures and clearer legislative guidelines to enhance transparency and fairness.
Baguma emphasizes that a detailed and comprehensive review of the existing laws could play a vital role in restoring public trust in the electoral process. It could also serve as a preventative measure against future disputes over academic credentials.
