Derek O'Brien's Letter to PM Modi: Delimitation Bill and All-Party Meet (2026)

In a letter to Prime Minister Narendra Modi, Derek O'Brien, the Trinamool Congress Rajya Sabha leader, has called for an all-party meeting to discuss the government's proposed delimitation legislation and the Foreign Contribution (Regulation) Amendment bill. O'Brien's letter highlights concerns over the government's handling of important legislation, particularly regarding the Jammu and Kashmir Reorganisation bill and the Delimitation bill, which he describes as 'draconian'. He urges the government to avoid 'cloak-and-dagger tactics' and instead engage in open dialogue with all parties.

O'Brien's letter comes as the opposition raises concerns over the Centre's legislative agenda, with the delimitation bill being a major flashpoint. The issue revolves around the potential reduction in representation for opposition parties from southern states, despite their success in population control. The Centre, however, maintains that no final decision has been taken on the modalities of the exercise, which cannot begin before the first Census conducted after 2026.

The Foreign Contribution (Regulation) Amendment bill has also drawn criticism from opposition parties and civil society, who argue that it could tighten government oversight of non-governmental organisations and charitable institutions receiving foreign funds. The government, however, claims that the changes aim to enhance transparency and accountability in the use of foreign contributions.

TMC MPs, as reported by PTI, are considering a boycott of discussions on the Foreign Contribution (Regulation) Amendment Bill during meetings of the Business Advisory Committees (BAC) of both the Lok Sabha and the Rajya Sabha. They also plan to press for the legislation to be referred to a parliamentary committee for detailed scrutiny before it is taken up for consideration and passage.

O'Brien's letter highlights a pattern of concern over the government's legislative approach, particularly regarding transparency and accountability. He urges the government to engage in open dialogue and avoid 'cowboy legislation', drawing parallels with the three farm laws that were later repealed. This commentary underscores the importance of democratic processes and the need for all parties to engage in constructive dialogue to address the concerns raised.
